There are five Historians, as you see. Two Viziers. Two Editors. One Alchemist.
[annnd speaking of Tiger and Dragon's guilt?]
Tiger-san told me that there are circumstances in which a Narrator may kill and not be considered guilty. I suspect the Editor role is one such circumstances. And since I presume Editors kill based on Tiger and Dragon's whims, that's likely why the wishing well pointed to them.

So long as Natsuo is safe, I think his wish is a smart idea. Depending on the identities of the Editors, we may be able to glean more information from them.
